BOE Meeting Notes - November 8, 2022

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, November 8, 2022.  Several key items were discussed, including:
  • Recognition of the Kingsport Chamber on its 75th anniversary;
  • Approval of a Resilient School Communities grant;
  • Approval of an amendment related to the purchase of HVAC equipment for the Tribe Athletic Complex;
  • Approval of the 2023-24 KCS Calendar; and
  • Approval of the process for the KCS Superintendent search.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Caroline and Grayson Clontz, Braylin Heneger, and Zachariah Smith, students at Lincoln Elementary School.  Caroline is in the 3rd grade and Grayson is a 1st grader.  They are the children of Curtis and Bethany Clontz.  Braylin is a 2nd grader and Zachariah is in 1st grade.  They are the children of Timothy Swanston and Ashley Smith.

Recognitions

  • Board President Melissa Woods presented a proclamation to representatives of the Kingsport Chamber, recognizing the Chamber on its 75th anniversary.
    • The proclamation described the many ways the Kingsport Chamber has had a significant and profound impact on Kingsport’s quality of life, educational community, and future success.
    • Kingsport Chamber leadership and Board Members in attendance at the meeting to accept the recognition included Miles Burdine, Russ Rodgers, Nicole Austin, Stephanie Hernandez, and Ashley Cline.

  • Dr. Brian Cinnamon, Chief Academic Officer - Secondary, Johanna Montgomery, Coordinator of Coordinated School Health, and Jim Nash, Chief Services Officer, presented a notice recommending acceptance of a Resilient Schools Communities grant in the amount of $54,859.41.
    • The one-time grant offered by the Tennessee Department of Education is to support comprehensive school-based initiatives focused on three priorities:
      • Building resilient school communities,
      • Expanding school-based initiatives and supports, and
      • Increasing school-based supports staff capacity.
    • After review and discussion, the Board voted 5-0 to accept the Resilient Schools Communities grant.
Mr. David Frye, Chief Finance Office, presented a recommendation to approve an amendment to the Preston Construction Company agreement for the Tribe Athletic Complex gymnasium project.  
  • The proposed amendment is for Alternate Five and had been previously discussed with the Board.  Alternate Five is the purchase and installation of an Energy Recovery HVAC Unit for the downstairs area.  
  • This portion of the project would be installed after the projected completion of the gymnasium renovation due to the expected delivery date of the unit.  
  • The bid from Preston Construction Company for Alternate Five was $405,000.00.  Funding for this alternate within the project account has been previously established by the Board. 
  • After discussion, the Board approved the amendment by a vote of 5-0.
Dr. Andy True, Assistant Superintendent - Administration, presented a proposed 2023-24 KCS Calendar for review and approval.
  • The proposed calendar includes:
    • A student start date of August 7, 2023
    • Fall Break from October 2-6, 2023
    • Thanksgiving Break from November 22-24, 2023
    • Winter Break starting on December 22, 2023 with a student return-date for second semester on Tuesday, January 9, 2024
    • Spring Break from March 25-29, 2024
    • A final student school day on May 23, 2024
  • After review and discussion, the Board approved the 2023-24 Calendar by a vote of 5-0.
Melissa Woods, Board President, led a discussion regarding the process to be utilized in selecting the next Superintendent of Kingsport City Schools.
  • After reviewing several search options, Mrs. Woods recommended that KCS engage with the Tennessee School Boards Association (TSBA) to facilitate the search.
  • The plan option recommended would cost $6,500. 
  • A motion to enter into a contract with TSBA to execute the search process for the next KCS Superintendent was approved by a vote of 5-0.
The next meeting of the Board of Education will be on Tuesday, December 13, 2022 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
