BOE Meeting Notes - January 9, 2024

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, January 9, 2024.  Several key items were discussed, including:
  • Recognition of KCS schools receiving the top Tennessee Value Added Assessment System composite score on 2023 state assessments;
  • Recognition of 2024 KCS Teachers, Principal, and Supervisor of the Year; and
  • Approval of an amendment to the contract for the renovation of the Buck Van Huss Dome at Dobyns-Bennett High School.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Layla Manuel and River Opels, first graders at Lincoln Elementary School.  Layla is the daughter of Kevin and Krista Manuel.  River is the son of Michael and Allisa Opels. 
 

Recognitions

Melissa Woods, Board President, recognized KCS schools who received the top Tennessee Value Added Assessment System (TVAAS) composite score of "5" on the 2023 state assessments. 
  • Schools receiving a TVAAS composite score of 5 included:
    • Adams Elementary School.
    • Jefferson Elementary School.
    • Johnson Elementary School.
    • Dobyns-Bennett High School.
  • Additionally, as a district, Kingsport City Schools also received the top composite score of 5.
    • The district also scored a 5 in system-wide numeracy, system-wide science, and system-wide social studies.
 
Dr. Rhonda Stringham, Assistant Superintendent - Instruction, presented the list of KCS building-level Teachers of the Year, as well as announcing the three teachers chosen as 2024 Kingsport City Schools Teacher of the Year at the elementary, middle, and high school level.

business items

David Frye, Chief Finance Officer, presented proposed amendment #3 to the agreement for the renovation of the Buck Van Huss Dome at Dobyns-Bennett High School.
  • Proposed amendment #3 to the agreement with Thompson & Litton was to reallocate $92,222.00 that was originally covered under Additional Services (acoustical services and audio visual services) and move those funds to Basic Services to compensate Thompson & Litton for design work for alternates 1, 2, 3, and 4.  These alternates were not included in the original scope of the project.  The total cost of the agreement does not change.
  • After review, the Board voted 5-0 to approve the proposed contract amendment.
The next session of the Board of Education will be a work session on Tuesday, January 23, 2024 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
KCS has been ranked the "#1 Best Place to Teach in Tennessee" by the 2023 NICHE Best Schools Ranking and the City of Kingsport has been voted as the "Nicest Places in America" in the October 2022 Reader's Digest.
