BOE Work Session Notes - January 21, 2025

The Kingsport City Schools Board of Education held a work session on Tuesday, January 21, 2025.  Several important items were discussed, including:
  • Recognition of the Board of Education in honor of School Board Appreciation Week in Tennessee;
  • A review of the 1st Quarter Financial Report;
  • A review of the 2023-24 KCS Annual Report; and
  • A review of proposed Board Policy revisions for consideration at the February Board meeting.

At the start of tonight's work session, Assistant Superintendent - Administration Dr. Andy True recognized the Board as a part of School Board Appreciation Week in Tennessee.
  • Each year, Tennessee celebrates School Board Appreciation Week as a way to honor local school board members.  This year, the week is January 25-February 1, 2025 and is a chance for local communities to thank Board members for giving their time and service to support children, educators, and families.
  • Dr. True read a proclamation issued by Tennessee Governor Bill Lee in recognition of School Board Appreciation Week. 
  • At tonight's work session and to continue a longstanding Board tradition, books were donated to each KCS school library on behalf of the KCS Board members.  BOE members also received several small gifts of appreciation.
  • Kingsport City Schools thanks and honors our five Board members:
    • Melissa Woods, Board President
    • Dr. Brandon Fletcher, Board Vice President
    • Todd Golden
    • Jamie Jackson
    • Dr. Phillip Marshall
Chief Finance Officer David Frye presented the 2024-25 1st Quarter Financial Update to the Board.
  • The update provided revenue and budget summaries for FY 2024-25, as of September 30, 2024.
  • Revenues were in alignment with what was expected, and expenses were roughly 20 percent of budget, which was in line for that time of year.

Dr. True and Communications Coordinator Marybeth Kench provided a brief overview of the 2023-24 KCS Annual Report, which has recently been completed and is being prepared for distribution.
  • Once again this year, the Annual Report has been created in a calendar format, providing information on KCS schools, data, personnel, and programs from across the district.
  • The Annual Report is currently being printed and will arrive at the home of KCS families in the coming days.
Dr. True presented two proposed Policy revisions for initial consideration.
  • The potential Policy revisions discussed this evening on initial review are necessary due to changes in state law and State Board of Education regulations.
  • 4.603 - Promotion and Retention
  • 5.118 - Background Investigations
  • The reviewed Policies will be considered on first reading at the September Board meeting.
The next session of the Board of Education will be a meeting on Tuesday, February 11, 2025 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
