BOE Meeting Notes - December 10, 2024

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, December 10, 2024.  Several key items were discussed, including:
  • A special recognition from the Tennessee College of Applied Technology to KCS for its partnership with KCS and the Dobyns-Bennett High School Career & Technical Education program;
  • Recognition of the student artist whose artwork was selected as the 2024 KCS Christmas card;
  • Recognition of the KCS 2025 building-level Teachers of the Year;
  • Recognition of the KCS 2025 district-level Teachers of the Year;
  • Recognition of KCS schools that received a TVAAS Level 5 based on results from the 2023-24 school year;
  • Recognition of KCS schools earning Reward School status based on results from the 2023-24 school year;
  • Approval of Amendment #3 to the 2024-25 KCS Budget; and
  • Approval of a preliminary program planning agreement for a new elementary school in Lynn Garden.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Lincoln Elementary School student Nori Barrett.  Nori is in the 2nd grade at Lincoln.

Recognitions

At the start of tonight's meeting, a special recognition was given to KCS from the Tennessee College of Applied Technology (TCAT) - Elizabethton for the partnership between TCAT and KCS and the Dobyns-Bennett High School Career & Technical Education program.
  • TCAT representatives recognized KCS and D-B for being TCAT-Elizabethton's largest Dual Enrollment partner for Fall 2024.

KCS Superintendent Dr. Chris Hampton recognized KCS student Nori Barrett, whose artwork was selected for the 2024 KCS Christmas card.
  • Nori is a 2nd grader at Lincoln Elementary School and is in Mrs. Liz Layton's art class.
 
Board member Jamie Jackson recognized the KCS 2025 building-level Teachers of the Year.  Teachers selected for recognition by their schools included:

Board member Dr. Phillip Marshall recognized the teachers selected as the 2025 KCS district-level Teachers of the Year.
  • Grades PreK-4:  Addison Hale Benton (Johnson)
  • Grades 5-8:  Heather Bishop (Robinson)
  • Grades 9-12:  Katie Kimbro (D-B EXCEL)
 
Board member Todd Golden recognized the KCS schools that received a TVAAS Level 5 based on results from the 2023-24 school year.
  • The TVAAS score of 5 is the top possible score, reflecting significantly more than one year's growth by students. 
  • The schools receiving a TVAAS score of 5 were: Adams Elementary School, Jefferson Elementary School, Johnson Elementary School, Kennedy Elementary School, Lincoln Elementary School, Sevier Middle School, and Dobyns-Bennett High School.
  • Overall as a district, Kingsport City Schools also scored a Level 5 in the areas of system-wide numeracy, system-wide science, system-wide social studies, system-wide literacy and numeracy, and the overall system-wide composite score.
    • This was the 8th consecutive year the district received the top TVAAS composite score of 5.
  • TVAAS measures student growth year-over-year. In calculating a TVAAS score, a student's performance is compared relative to the performance of his or her peers who have performed similarly on past assessments. A Level 5 TVAAS score means there is significant evidence that the district's students made more growth than expected.

Board President Melissa Woods recognized the KCS schools earning Reward School status from the Tennessee Department of Education based on results from the 2023-24 school year.
  • Schools recognized as a Reward School have demonstrated high levels of performance and/or improvement in performance by meeting objectives across performance indicators and student groups.
  • Reward School status is a key designation under Tennessee's school accountability system and identify the very best Tennessee schools.
  • Schools receiving the Reward School designation include:
    • Adams Elementary School
    • Jefferson Elementary School
    • Johnson Elementary School
    • Lincoln Elementary School
    • Dobyns-Bennett High School 

business items

David Frye, Chief Finance Officer, presented Amendment #3 to the 2024-25 KCS Budget for review and approval.
  • The Budget Amendment included three items:
    • A transfer of funds related to curriculum & instruction supplies and materials.
    • Fund raising and donations for a locker room project at Robinson Middle School.
    • A Fund Balance appropriate for the preliminary design work for the new elementary school to be located on the site of the Lynn View Community Center.
  • After review and discussion, the Budget Amendment was approved by a vote of 5-0.
Mr. Frye and Assistant Superintendent Dr. Andy True presented a recommendation to approve a proposed agreement with Thompson & Litton for architectural and engineering services for a new elementary school and associated work at the Lynn View Community Center site.
  • Ten architectural/engineering firms provided responses in August 2024 to a request for proposals for the design of a new elementary school. After review of the ten proposals, three firms were selected for final interviews.  
  • Based on the final interviews, it was recommended that Thompson & Litton be identified as the architect of record for the design and construction of the new elementary school.
  • The proposed agreement covers programming, schematic design, site survey, traffic impact study, geotechnical, and an existing building environmental review. The proposed fee for these services is not to exceed $644,067.00.
  • After review, the Board voted 5-0 to approve the agreement with Thompson & Litton.
The next session of the Board of Education will be a meeting on Tuesday, January 14, 2025 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
KCS has been ranked the "#1 Best Place to Teach in Tennessee" by the 2023 NICHE Best Schools Ranking and the City of Kingsport has been voted as the "Nicest Places in America" in the October 2022 Reader's Digest.
