BOE Meeting Notes - February 10, 2026

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, February 10, 2026.  Several key items were discussed, including:
  • Approval of Board Policy revisions on consent;
  • Approval of an amendment to the 2025-26 KCS Budget; and
  • A report on inclement weather decision procedures.

CALL TO ORDER

 

The Pledge of Allegiance was led this evening by Nora and Rhett Huston.  Nora and Rhett are students at Johnson Elementary School.  Nora is in the 3rd grade and Rhett is in kindergarten.

Constent agenda items

 
On Consent, the Board passed four Policy revisions on first reading:
  • 1.901 - Charter School Applications
  • 4.605 - Graduation Requirements
  • 6.200 - Attendance
  • 6.4081 - Safe Relocation of Students

David Frye, Chief Finance Officer, presented a proposed amendment to the 2025-26 KCS Budget.
  • Budget Amendment #4 would revise the Budget to reflect acceptance of a donation from Ballad Health and finances for a technology purchase.
  • After review, the Board approved the 2025-26 Budget Amendment #4 by a vote of 5-0.

Dr. Andy True, Assistant Superintendent - Administration, and Jim Nash, Chief Student Services Officer, presented an information report to the Board regarding the decision-making process during inclement weather scenarios.
  • During inclement weather situations, a team of KCS employees and administrators work together to analyze conditions and forecasts to develop the safest possible decisions and plans for school operations.

The next session of the Board of Education will be a work session on Tuesday, February 24, 2026 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
