BOE Work Session Notes - August 26, 2025

The Kingsport City Schools Board of Education held a work session on Tuesday, August 26, 2025.  Several important agenda items were discussed, including:
  • A report on KCS summer learning programs;
  • A report on student services information;
  • A review of facilities and maintenance activities during the past year; and
  • A discussion regarding several proposed Board policy revisions.

Dr. Brian Cinnamon, Chief Program Officer - Curriculum and Instruction, and Dr. Melissa Seaver, Dobyns-Bennett High School Assistant Principal, provided a report on KCS summer learning programs.
  • The report included an overview of the opportunities available to KCS students during June 2025.
  • Summer learning was designed to meet the Tennessee Department of Education's requirements for supporting priority students.
  • The programming focused on addressing academic needs to mitigate learning loss and accelerate progress.
  • Summer learning was centered on providing high-quality, targeted instruction during the summer months.

Jim Nash, Chief Student Services Officer, provided a student services report.
  • The report covered a wide range of information, such as an update on district safety, the annual bullying report, and an update on the use of the Centegix alert system being used across the district.

David Sewell, Supervisor of Maintenance and Custodial Services, provided a review of facilities and maintenance activities during the past year.
  • The report highlighted the functions of the department, the major work that was completed over the past year, energy savings efforts underway across the district, and the opportunities being experienced by KCS students who are taking part in the Work-Based Learning and Transition School-to-Work programs.

Dr. Andy True, Assistant Superintendent - Administration, presented several proposed Board policy revisions for consideration and review.

Following tonight's discussion and review, the recommended policies will be placed on the September agenda for approval.
The next session of the Board of Education will be a meeting on Tuesday, September 9, 2025 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
