BOE Work Session Notes - July 21, 2015

The Kingsport City Schools Board of Education held a called meeting and work session on Tuesday, July 21, 2015. Several key items were discussed, including:

  • Consideration of an award of contract for a partial roof replacement at John Sevier Middle School.
  • Consideration of an award of contract for a partial HVAC replacement at the Dobyns-Bennett Career and Technical Education Building.
  • A review of the newly redesigned KCS website.
  • A review of the process used for the superintendent's evaluation and potential contract adjustment.

Mr. David Frye, Chief Finance Officer, reviewed bids for the replacement of the membrane portion of the roof at John Sevier Middle School, including replacement of the skylights.

  • The low bid for the roof replacement was received from Morristown Roofing Company, Inc. for a cost of $537,186.
    • Including architect fees and a 6% contingency, the total project cost is $598,416, which is just over $100,000 less than original project estimates.
  • After review and discussion, the project was awarded to Morristown Roofing Company, Inc. by a vote of 3-0.
  • The replacement of the membrane section of the roof is expected to begin in the coming weeks.  This work will complete the replacement and repair of the roof surface.
Mr. Frye also reviewed bids for the partial HVAC replacement for the Dobyns-Bennett Career and Technical Education building.
  • The low bid for the partial HVAC replacement was from Comfort Systems, USA for a cost of $52,600.
    • Including architect fees and a 6% contingency, the total project cost is $59,750.
  • After review and discussion, the project was awarded to Comfort Systems, USA by a vote of 3-0.
  • Funding for the project will come from Capital Improvement Project funds budgeted in the Fiscal Year 2016 General Purpose School Fund budget.

Mrs. Marybeth McLain, Communications Editor, provided a review of the new Kingsport City Schools website for the Board.
  • The new site, hosted by Edlio, Inc., was activated on July 1, 2015.
  • Based on a cleaner, photo-centric design, the site features clean lines, is designed to be more user friendly and easier to navigate than the previous site, and has improved back-end navigation and support.
  • The site rollover involved work from a wide variety of KCS staff, including the individual school webmasters, the KCS Tech Services Department, and the KCS Communications staff.

Mrs. Carrie Upshaw, Board President, reviewed the process utilized to evaluate Superintendent Dr. Lyle Ailshie and consider any potential adjustments to his employment contract.
  • Dr. Ailshie's last formal evaluation took place in March 2013.
  • A formal evaluation of Dr. Ailshie's performance is currently underway, including:
    • Board Member ratings of Dr. Ailshie's performance, including opportunities for comment.
    • Interviews with KCS staff members.
    • Summaries of KCS accomplishments and results during the past year.
  • Responses to surveys will be sent to and tabulated by Kingsport City Attorney Mike Billingsley, who will present results at the August 6, 2015 Board meeting.
    • Any formal action or adjustments to Dr. Ailshie's employment contract will be considered at that time.
    • Per Tennessee Code, formal notice regarding this potential action will be distributed on Wednesday, July 22, 2015 and the item will be placed as the first action item on the August 6, 2015 Board Meeting agenda
The next meeting of the Board of Education will be a business meeting on Thursday, August 6, 2015 at 7 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center.
