BOE Work Session Notes - April 25, 2023

The Kingsport City Schools Board of Education held a work session on Tuesday, April 25, 2023.  Two items were discussed:
  • A report on the draft 2023-24 KCS Budget; and
  • The announcement by Board Member Jim Welch of his intent to resign his Board position effective July 1, 2023.

Chief Finance Officer David Frye presented a report on the draft 2023-24 KCS Budget, which is currently under development.
  • The draft 2023-24 Budget reflects the new Tennessee Investment in Student Achievement (TISA) funding formula, which goes into effect in Tennessee in 2023-24. This new model includes four different funding categories:
    • Base funding   
    • Weighted funding
    • Direct funding 
    • Outcome funding

At the conclusion of this evening's work session, Board Member Jim Welch notified the Board that he had submitted his letter of resignation from the Board to the Mayor of Kingsport, effective July 1, 2023.  
  • Due to previous BMA action, city elections have been moved to August of even-numbered years, extending the term length of currently elected board members by approximately 15 months.  Previously, Mr. Welch had indicated that he was committed to serving one four-year term on the Board, reflected in the action he communicated this evening.
The next meeting of the Board of Education will be on Tuesday, May 9, 2023 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
