BOE Work Session Notes - February 28, 2023

The Kingsport City Schools Board of Education held a work session on Tuesday, February 28, 2023. Several key items were discussed, including:
  • A report on special education services;
  • A Tennessee School Boards Association recommended Policy revision regarding ethics; and
  • An update on the development of the new Superintendent contract.

Dr. Jacki Wolfe, Director of Special Education, shared a report describing the services and supports provided to students with disabilities in the district.  
  • Eligible students age 3-22 receive special education (SPED) services from KCS under the Individuals with Disabilities in Education Act (IDEA).
  • The purpose is to ensure all children with disabilities have available to them a free appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepares them for further education, employment, and independent living.
  • The report also included information regarding new mathematics requirements and how they will impact SPED services.

Dr. Andy True, Assistant Superintendent - Administration, provided information related to a TSBA recommended Policy revision regarding Board ethics.
  • Due to an uptick in questions across the state, TSBA is recommending all school boards consider revision to current 1.106 - Code of Ethics.  TSBA's model policy has been revised to provide improved readability and clarity.
  • The ethics policy addresses financial direct and indirect conflicts of interest and how Boards should approach such issues.
  • The proposed revision would separate the current Policy 1.106 into two policies:
    • 1.106 - Code of Ethics
    • 1.107 - Board Member Conflict of Interest
  • Dr. True reviewed background and the purpose for the proposed change with the Board, which will consider the revision on first reading at the March Board meeting. 
Melissa Woods, Board President, provided an update on the draft employment contract with Dr. Hampton currently in development.
  • City Attorney Bart Rowlett was present to answer questions and has worked with Mrs. Woods on the development of the draft contract.
  • Various potential terms regarding salary and benefits were discussed and will be finalized prior to the next Board meeting. 
  • At the March Board meeting, the Board will review the final proposed contract and consider it for approval.
The next meeting of the Board of Education will be on Tuesday, March 14, 2023 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
