BOE Called Meeting Notes - August 17, 2022

The Kingsport City Schools Board of Education held a called meeting on Wednesday, August 17, 2022.  Two items were discussed, including:
 
  • Consideration of approval of a bid for the replacement of the HVAC system at Jefferson Elementary; and 
  • Consideration of motions to pursue the purchase of the former Colonial Heights Middle School property in Sullivan County, TN.

Chief Finance Officer David Frye presented information regarding bids for the replacement of the HVAC system at Jefferson Elementary School.
  • As it is nearing the end of its expected lifespan, KCS sought bids to replace the HVAC system at Jefferson, with the work expected to take place in the Spring of 2023.
  • Two bids were received, with the bid opening taking place on Tuesday, August 16, 2022 at Kingsport City Hall.
  • The low bid received was from S.B. White Company, Inc. in the amount of $2,285,000.
  • Following review, the recommendation was to approve the bid from S.B. White Company, Inc.
  • After review and discussion, the Board voted 5-0 to accept the bid from S.B. White Company, Inc., funding the project with ESSER funds.   
    • With today's approval, KCS will move forward with S.B. White Company, Inc. to determine the schedule for contract approvals and construction.
Information was presented regarding a motion to pursue the purchase of the former Colonial Heights Middle School property in Sullivan County, TN.
  • At the Tuesday, August 9, 2022 Board meeting, the Board voted 5-0 that Board members would advise the Dr. Moorhouse on an individual basis as to their desire to pursue bidding on the property.  Based on those subsequent individual communications, the desire to pursue the property was reviewed for a vote this evening. 
  • Jim Nash, Chief Student Services Officer, presented data to the Board regarding:
    • Current enrollment and utilizations in KCS schools
    • Current and future developments
    • Developments per zone
    • Map of elementary school zones and developments; and
    • Projected enrollment and utilizations in KCS schools.
  • The data reviewed indicated current enrollments of elementary schools in the eastern portion of Kingsport reflect the potential need for additional capacity.  Additional residential development currently scheduled within the Kingsport city limits in the coming years will require KCS and the City of Kingsport to plan for projected increases in student population.  The largest growth is projected to occur in the current Adams Elementary zone.  
  • After review and discussion, the following motions were made:
    • The Kingsport Board of Education requests the City of Kingsport Board of Mayor and Aldermen enter into the bidding process for the purchase of the Colonial Heights Middle School property from the Sullivan County (TN) Board of Education on behalf of its city schools.  The motion passed 4-1.
    • Kingsport City Schools agrees to reimburse the City of Kingsport up to $2,250,000 to be funded from the general purpose school fund balance for such a purchase should the City of Kingsport be identified as the winning bidder for the Colonial Heights Middle School property.  The motion passed 4-1.
The next meeting of the Board of Education will be a work session on Tuesday, August 23, 2022 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
