BOE Work Session Notes - March 31, 2026

The Kingsport City Schools Board of Education held a work session on Tuesday, March 31, 2026.  Several important agenda items were discussed, including:
  • The KCS 2nd quarter 2025-26 financial update;
  • A review of two recommended Board Policy revisions; and
  • A status update on current KCS capital projects.

David Frye, Chief Finance Officer, presented the KCS 2nd quarter 2025-26 financial update.
  • The update included a review of revenue and expenditures through December 31, 2025.
  • Overall, expenses were roughly at 42% of budget, which is in line for this time of year.

Dr. Andy True, Assistant Superintendent - Administration, presented a review of two recommended Board Policy revisions.
  • 1.404 - Public Communication at Board Meetings
  • 6.204 - Tuition Students
 
Following tonight's review, the recommended policies will be placed on the April business meeting agenda for consideration for approval.
Dr. True provided a status update to the Board regarding current KCS capital projects.  The projects reviewed included:
  • The Cora Cox Academy secure entry upgrade;
  • The future elementary school in Lynn Garden;
  • The George Washington Elementary School HVAC replacement;
  • The Robinson Middle School fire alarm replacement; and
  • Renovations at Dobyns-Bennett High School.

The next session of the Board of Education will be a meeting on Tuesday, April 14, 2026 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
