BOE Work Session Notes - November 28, 2023

The Kingsport City Schools Board of Education held a work session on Tuesday, November 28, 2023.  Several important items were discussed, including:
  • A demonstration of an online meeting software product that manages Board meeting/work session documents and operations;
  • A review of the 2022-23 school activity funds audit;
  • A review of a potential 2024-25 KCS Budget development timeline; and
  • A review of several potential Board Policy revisions.

At the start of this evening's work session, the Board viewed a demonstration of an online meeting software product that manages Board meeting/work session documents and operations.
  • The Board currently uses a product titled "BoardDocs" to facilitate many of these processes.  BoardDocs catalogs meeting documents, agendas, and minutes to create an online library of information and documentation related to Board operations.
  • The product demonstrated this evening, BOEconnect, provides similar functionality to BoardDocs but at a lower cost.
  • The Board and KCS will consider the information presented in the demonstration when contemplating any potential change to using the current BoardDocs platform.
David Frye, Chief Finance Officer, presented the results of the annual School Activity Funds audit.
  • The results describe the audit of the financial statements for the School Activity Funds for the fiscal year ending June 30, 2023.  
  • The audit was completed by Brown Edwards & Company, L.L.P.

Mr. Frye reviewed a potential timeline for the development of the 2024-25 KCS Budget.
  • Based on the proposed timeline, an initial review/presentation of needs and focus areas would take place in January, 2024.
  • The full proposed Budget would be presented to the Board in April, 2024, with a potential vote to accept at the May, 2024 business meeting.
  • Following Board acceptance, the Budget would then go to the Kingsport Board of Mayor and Aldermen for city approval.

Dr. Andy True, Assistant Superintendent - Administration, and Jennifer Guthrie, Chief Human Resources Officer, presented potential policy revisions for initial review and discussion.  This set of policies is related to Human Resources items, based on state/federal laws and policies.
  • 5.100 - Personnel Goals (revised)
  • 5.106 - Application and Employment (new)
  • 5.119 - Employment of Retirees (revised)
  • 5.302 - Sick Leave (revised)
  • 5.305 - Family and Medical Leave (revised)
  • 5.307 - Physical Assault Leave (revised)
  • 5.600 - Staff Rights and Responsibilities (new)
  • 6.3041 - Title IX and Sexual Harassment (new)
Following extensive initial review and discussion this evening, policies considered for adoption will be brought forward at a future Board meeting.
The next session of the Board of Education will be a meeting on Tuesday, December 12, 2023 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
