BOE Work Session Notes - October 24, 2023

The Kingsport City Schools Board of Education held a work session on Tuesday, October 24, 2023.  Three reports were provided to the Board, including:
  • An annual review of the work being done by the Kingsport Education Foundation;
  • The FY 2022-23 4th Quarter Financial Update; and
  • A review of potential Board Policy revisions.

Tammie Davis, president of the Kingsport City Schools Education Foundation, presented a review of the Foundation's work over the past year.
  • The Foundation provides grants to classroom teachers to support best-practice projects or initiatives.
  • Classroom teachers may requests grants for amounts under $1,000.
  • Larger requests may be granted based on merit.
  • Grants are for one-time funding of projects or initiatives that may be replicated as a best-practice throughout the district (pilot projects).

David Frye, Chief Finance Officer, presented the FY 2022-23 4th Quarter Financial Update.
  • The update provides a summary of revenue and expenditures for the 2022-23 financial year (July 1, 2022 - June 30, 2023).

Dr. Andy True, Assistant Superintendent - Administration, reviewed policies for consideration on first reading at the November Board meeting.  
  • The group of policies presented were related to curriculum and instruction.  As such, Dr. Rhonda Stringham, Assistant Superintendent - Instruction was present to provide information and answer Board questions.
  • The Policies presented for review included:
      • 4.204 - Summer Instructional Programs (new)
      • 4.403 - Library Materials (revised)
      • 4.700 - Assessment Programs (revised)
      • 6.202 - Home Schools (revised)
  • After discussion, the Board requested additional legal research regarding 6.202 related to vaccination requirements.  Administrative staff will gather information and report back to the Board prior to any action at its November 14 meeting.
The next session of the Board of Education will be a meeting on Tuesday, November 14, 2023 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
