BOE Work Session Notes - August 27, 2024

The Kingsport City Schools Board of Education held a work session on Tuesday, August 27, 2024.  Several important items were discussed, including:
  • A report on KCS learning programs that took place during summer 2024;
  • A report on KCS student services; and
  • A review of proposed Board Policy revisions, for voting consideration at the September Board meeting.
 
At the conclusion of tonight's work session, the Board and Dr. Hampton recognized members Julie Byers and Tim Dean for their service and dedication as members of the Kingsport Board of Education.  Tonight's work session concludes the tenures of Mrs. Byers and Mr. Dean.  Mrs. Byers has served on the Board since her election in 2019 and Mr. Dean has served on the Board since being named as an interim member since 2023.

Dr. Brian Cinnamon (Chief Academic Officer, Secondary) and Dr. Holly Flora (Chief Academic Officer, Elementary), along with KCS associate principals Dr. Ashley Carter, Dr. Misty Keller, and Dr. Kindetta Thompson and KCS teachers Virginia Marshall and Aubryn Street, presented reports on KCS learning programs that took place during summer 2024.
  • The reports included a complete summary of the structure and learning opportunities experienced by KCS elementary and middle school students throughout June 2024.

Jim Nash, Chief Student Services Officer, presented a report on KCS student services.
  • The report include information regarding safety, student discipline, bullying, and attendance for the 2023-24 school year.

Dr. Andy True, Assistant Superintendent - Administration, presented several proposed Policy revisions for initial consideration.
  • The potential Policy revisions discussed this evening on initial review are from Board Policy Manual Section 3 (Support Services) and Section 5 (Personnel).  
  • The proposed Policy revisions are necessary due to changes in state law during the 2024 Tennessee legislative session.
    • 3.202 - Emergency Preparedness Plan
    • 3.400 - Student Transportation Management
    • 5.307 - Physical Assault Leave
    • 5.701 - Classified Substitutes
  • The reviewed Policies will be considered on first reading at the September Board meeting.
  • 4.214 - Use of Artificial Intelligence Programs will also be considered on second reading at the September Board meeting.
The next session of the Board of Education will be a meeting on Tuesday, September 10, 2024 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
