BOE Meeting Notes - July 6, 2017

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Thursday, July 6, 2017. Several key items were discussed, including:
  • Election of the Board President (Mrs. Susan Lodal) and Vice President (Dr. Karen Reed-Wright) for the 2017-18 school year;
  • Consideration and acceptance of Superintendent's resignation; and 
  • Consideration and approval of an Interim Superintendent and the process for selecting a new Superintendent.

CALL TO ORDER

The Pledge of Allegiance was led this evening by students from the Early Childhood Learning Center Preschool Class at the Palmer Center, Lexi Bishop and Piper Cook.  Lexi, the daughter of Jessee and Ashley Bishop, is four years old.  Piper is three years old and the daughter of Lafe and Heather Cook.
 
KCS Superintendent Dr. Lyle Ailshie presided over the election of the Board of Education President for the 2017-18 school year.  
  • The floor was opened for nominations, at which time Mrs. Susan Lodal was nominated by Mrs. Carrie Upshaw.
    • Mrs. Lodal was elected Board President for the 2017-18 school year by a vote of 5-0.
  • According to Board procedures, Mrs. Lodal then assumed leadership of the meeting and election proceedings, asking for nominations for Vice President.
    • Dr. Karen Reed-Wright was nominated by Mr. Todd Golden to serve as Board Vice President for the 2017-18 school year.
    • Dr. Reed-Wright was elected Board Vice President by a vote of 5-0.
 
Following the election of officers and in accordance with Board Policy, Mrs. Lodal read aloud the Boardsmanship Standards that guide the actions of the Board (Policy 1.1061).

BUSINESS ITEMS

The Board considered acceptance of the resignation submitted by Dr. Ailshie, effective August 11, 2017.  Dr. Ailshie has accepted a job with the Tennessee Department of Education as a Deputy Commissioner overseeing the College, Career, and Technical Education (CCTE) division and the Teachers and Leaders division.
  • After review and consideration, the Board voted 5-0 to accept the resignation of Dr. Ailshie as KCS Superintendent, effective August 11, 2017.  Dr. Ailshie was thanked for his service to Kingsport City Schools and the Kingsport community.
Following the formal acceptance of Dr. Ailshie's resignation, the Board discussed the naming of an interim superintendent to fill the role while a search takes place for a permanent replacement.
  • Following discussion and by a vote of 5-0, the Board appointed Dr. Dwain Arnold to serve as interim superintendent during the upcoming search and selection process.
  • Search firms will present proposals to the Board outlining their recommendations for conducting a search.
  • The Board will then select a firm with which to work, and the formal search process will begin.
The next regular meeting of the Board of Education will be on Tuesday, August 22, 2017 at 6 p.m.  The meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
