BOE Meeting Notes - July 9, 2024

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, July 9, 2024.  Several key items were discussed, including:
  • Recognition of the Dobyns-Bennett High School Girls Softball Team for winning the 2024 TSSAA Class 4A Girls Softball State Championship;
  • Recognition of the D-B 4x800-meter Relay Team for winning the event at the TSSAA Class 3A Track State Championship;
  • Board action to affirm a decision made by the Student Disciplinary Hearing Authority; and 
  • Approval of 2024-25 KCS Budget Amendment #1, regarding a proposed revision to the cost of living increase for KCS employees in 2024-25.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Pierce and Elaina Nakhla.  Pierce and Elaina are students at Jefferson Elementary School.  Pierce is a rising 4th grader and Elaina is entering 3rd grade.

Recognitions

Melissa Woods, Board President, recognized the Dobyns-Bennett High School Girls Softball Team for winning the 2024 TSSAA Class 4A Girls Softball State Championship.
  • The state tournament championship game took place in Murfreesboro on May 24, 2024.
  • D-B won the championship game against Stewarts Creek High School by a score of 3-2.
  • The team is coached by Head Coach Andy Hubbard and Assistant Coaches Mike Sweeney, Kim Bailey, and Cody Davenport.
  • Two members of the team have been named to the Tennessee Sports Writers Association All State team: Julianne Tipton and Hailey Porter.
 
Board member Tim Dean recognized the D-B 4x800-meter Relay Team for winning the event at the TSSAA Class 3A Track State Championship.
  • The 4x800-meter relay team members were Eamon Ailshie, Caleb Hagood, Luke Mussard, and Gavin Thomas.
  • The relay team also set a state meet record in the event, which was held in Murfreesboro on May 23, 2024.
  • Luke Mussard also won the 1600-meter State Championship.
  • The D-B Track and Field team is led by Head Coach Bob Bingham.

Jim Nash, Chief Student Services Officer, presented information to the Board regarding a recent Student Disciplinary Hearing Authority (SDHA) placement decision and requested appeal. 
  • Following the hearing and in alignment with KCS Policy 6.317 - Student Disciplinary Hearing Authority, a parent request was made to the Board appealing the SDHA decision.
  • Per policy 6.317, the Board has the option to review the record and:
    • affirm the decision of the hearing authority; or
    • modify the decision to a lesser penalty; or
    • grant a hearing before the Board.
  • The Board voted 3-1 to affirm the decision of the SDHA. 
David Frye, Chief Finance Officer, presented 2024-25 Budget Amendment #1 for Board consideration.
  • The proposed Budget Amendment would revise the previously approved 2024-25 Budget to provide an additional 4% cost of living increase for all employees (in addition to the 1% cost of living increase previously approved). If approved, the total cost of living increase for 2024-25 would be 5%.
  • The cost of the proposed salary increase is $2,519,600. Funding would be appropriated from the Unreserved Fund Balance.
  • After review and discussion, the Budget Amendment was approved by a vote of 4-0.
    • The Budget Amendment will now go to the City of Kingsport Board of Mayor and Aldermen for final approval. Final BMA approval (two readings) is required before the additional cost of living salary increase can be implemented.  
The next session of the Board of Education will be a work session on Tuesday, July 23, 2024 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
