BOE Meeting Notes - August 13, 2019

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, August 13, 2019. Several key items were discussed, including:
  • Approval to renew an agreement that provides mental health services to KCS students;
  • Approval of a bid to replace the roof at Robinson Middle School; and
  • Assignment of BOE committee leadership for the 2019-20 year.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Jasmine Monroe, a sophomore at D-B EXCEL.  
  • Jasmine is the daughter of Earl and Jamie Monroe.

community interest REPORT

KCS Director of Career and Technical Education Dr. Bo Shadden presented a report on the 2019 summer programs.
  • Programs were offered through the Dobyns-Bennett High School CTE Department in partnership with Northeast State Community College.
  • Opportunities for students included health science clinicals, experiences in certified logistics, unmanned aircraft systems, Google G Suite certification, landscaping, automotive, welding, and cosmetology.
  • Students were also able to serve as instructional technology interns over the summer months.

BUSINESS ITEMS 

KCS Chief Student Services Officer Mr. Jim Nash presented an agreement for renewal between KCS and Camelot Care Centers, Inc.
  • The proposed agreement outlines mental health and counseling services provided by Camelot for the 2019-20 school year.
  • By providing needed counseling services at schools, significant benefits can be provided to KCS students without disruption to the education process.
  • Through the agreement, Camelot will provide children and adolescent behavior health services to students at Cora Cox Academy and all eight KCS elementary schools.
    • As a point of reference, mental health services for middle and high school students are provided by Frontier Health.
  • After review and discussion, the Board approved the agreement by a vote of 5-0.
KCS Chief Finance Officer Mr. David Frye presented a recommendation to approve a bid for the replacement of the roof at Robinson Middle School.
  • The low bid, submitted by Davis Brothers Roofing and Sheet Metal Fabricators, would cover the needed replacement of the current roof.
  • The roof work would begin shortly and be completed by the fall.
  • Funding for the project totaling $1,004,700 (including a 6% contingency) has previously been approved by the Board.
  • The Board approved the bid by a vote of 5-0.

Other ITEMS 

Board President Mrs. Carrie Upshaw reviewed the list of BOE committee assignments for the 2019-20 school year.
  • In addition to serving during Board meetings, Board members provide leadership in a variety of areas related to educational, communication, and community engagement.

The next meeting of the Board of Education will be a work session on Tuesday, August 27, 2019 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
