The Kingsport City Schools Board of Education held a special called meeting on Tuesday, March 31, 2020. The meeting was held virtually, due to the COVID-19 (Coronavirus) situation. Several key items were discussed, including:
- Approval of determination that an electronic meeting was necessary to protect the health, safety, and welfare of participants in light of the COVID-19 pandemic;
- Approval of the use of stockpiled days, due to the KCS school closure for COVID-19; and
- Approval of authorization for the Superintendent to develop a staffing plan for employees through the COVID-19 school closure.
Agenda Item 1 - Dr. Moorhouse addressed the Board regarding Kingsport City Schools and adjustments being made due to the COVID-19 (Coronavirus) situation. The Board is required to make a determination that meeting electronically is necessary to protect the health, safety, and wellness of all individuals.
- By a vote of 4-0, the Board agreed that an electronic meeting was necessary (Hyche not present). The meeting then proceeded accordingly.
Agenda Item 2 - Andy True, Assistant Superintendent - Administration, presented a request for approval to utilize the remaining unused stockpiled days in the 2019-20 KCS Calendar due to the COVID-19 closure.
- The Board approved four (4) missed days with the original calendar approval. With two (2) days utilized due to a previous closure this year, the Board was asked to approve the additional banked days to be used during the current closure.
- The Board approved the use of the additional banked days by a vote of 4-0 (Hyche not present).
Agenda Item 3 - Dr. Moorhouse presented information to the Board regarding human resources impacts due to the COVID-19 closure.
- Based on legal guidance, it is recommended that the Board authorize Dr. Moorhouse to develop a staffing plan for Board approval, for the duration of the COVID-19 closure, due to any potential budgetary implications.
- At a future date, the Board will consider any potential procedures, Board resolutions, or Board policies related to such a plan.
- The Board authorized Dr. Moorhouse to develop the staffing plan by a vote of 4-0 (Hyche not present).
The next regular meeting of the Board of Education will be on Tuesday, April 14, 2020 at 6 p.m.
