BOE Meeting Notes - June 9, 2020

The Kingsport City Schools Board of Education held its regularly scheduled meeting electronically on Tuesday, June 9, 2020.  Several key items were discussed, including:
  • Review and approval of a School Nutrition Services bid for grocery and beverage items;
  • Review and approval of three Board Policy revisions on first reading; and
  • Election of the Board President and Vice President for the 2020-21 year.

Determination to hold meeting electronically

At the start of tonight's meeting, the Board made the determination that to protect the health, safety, and welfare of the participants and observers, it was necessary to hold tonight's called meeting and work session electronically.

CALL TO ORDER

The Pledge of Allegiance was led this evening by KCS Assistant Superintendent - Administration Andy True.

David Frye, Chief Finance Officer, presented a bid for grocery and beverage items for the 2020-21 school year.
  • The presented recommendation is to award the bid to Gordon Food Services for an amount not to exceed $1,350,000.00.
  • Prices for the grocery items will be monitored throughout the contract term to determine if it will need to be rebid, based on an increase in prices for grocery items due to the COVID-19 pandemic.
  • All expenditures to fund this contract will come from the School Nutrition Services program budget.
  • After review, the Board approved the bid by a vote of 5-0.
Andy True, KCS Assistant Superintendent - Administration, reviewed three policy revisions recommended by the Tennessee School Boards Association:
  • 3.600 - Insurance Management
  • 5.117 - Procedure for Granting Tenure
  • 5.118 - Background Investigations
  • After review of the proposed revisions (which had been previously discussed at the May Board work session), the Board approved the recommendations by a vote of 4-0 (minus Mrs. Byers, due to technical difficulties).
Carrie Upshaw, Board President, presented a proposed slate of Board officers for the 2020-21 year.
  • Per Board Policy 1.200, Board officers are to be elected annually at the June business meeting.
  • The proposed slate of officers presented was:
    • Jim Welch, President
    • Julie Byers, Vice President
  • The Board voted 5-0 to approved the recommended officers for the 2020-21 year.
The next session of the Board will be a work session on June 23, 2020.
