BOE Meeting Notes - August 11, 2020

The Kingsport City Schools Board of Education held its regularly scheduled meeting electronically on Tuesday, August 11, 2020.  Several key items were discussed, including:
  • Approval of a renewal agreement between KCS and Frontier Health Holston Children and Youth Services;
  • Approval of year-end accounts payable; and 
  • Approval to waive a Board policy related to School Nutrition Services.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Andy True, Assistant Superintendent - Administration.
 
The Board made the determination that due to the COVID-19 pandemic and per Governor Bill Lee's Executive Order 51, it was necessary to hold tonight's meeting electronically to protect the health, safety, and welfare of participants and observers. By a roll-call response, each Board member affirmed an electronic meeting was necessary.

Jim Nash, KCS Chief Student Services Officer, presented a renewal agreement between KCS and Frontier Health Holston Children and Youth Services for consideration.
  • The proposed agreement would provide drug and alcohol intervention and assistance services for students for the 2020-21 school year.
  • The amount of the contract is not to exceed $161,000.
  • After review and consideration, the Board approved the agreement by a vote of 4-0.
David Frye, Chief Finance Officer, presented a recommendation that the Board approve the total accounts payable from all schools for KCS internal accounts for an amount of $14,083.92.  
  • Approval of any accounts payable at the end of the year by the Board of Education is required by the State internal accounting manual.
  • Due to COVID-19, there are more outstanding bills as of June 30, 2020 than usual.
  • Listed payables are from five different schools.
  • After review, the Board approved Mr. Frye's recommendation by a vote of 4-0.
Andy True presented a resolution regarding suspension of Board policies for the 2020-21 school year.
  • TCA 49-2-203 allows for local Board of Education to suspend local board policies if desired.
  • The presented recommendation recommends waiving of Policy 3.500 - Food Service Management, to allow for facilitation of the district's modified feeding program, which provides drive-up and delivery of meals for KCS students.
  • After review, the Board approved the resolution by a vote of 4-0.
The next meeting of the Board of Education will be a work session on Tuesday, August 25, 2020 at 6 p.m.
