The Kingsport City Schools Board of Education held a called meeting and joint work session with the Kingsport Board of Mayor and Aldermen on Tuesday, March 23, 2021. The items discussed included:
- Called Meeting:
- Consideration of a financial revision to the employment contract of the Superintendent.
- Joint Work Session:
- Discussion regarding the KCS capital budget.
At tonight's called meeting, the Board met to consider a financial revision to the employment contract of Superintendent Dr. Jeff Moorhouse.

The Board recently completed the Superintendent evaluation process, which included an anonymous survey completed by KCS administrators and direct reports (Per administrative procedures, administrators and direct reports are surveyed in odd-numbered years, with all staff surveyed in even-numbered years). The process and general findings from the evaluation process were reviewed with the Board at their meeting on March 9, 2021.

Board President Jim Welch, Kingsport City Attorney Mike Billingsley, and the Board discussed the contract revision for Board consideration. Proposed revisions include:

Revise travel allowance from $425 to $600 per month.

Revise home office allowance from $175 to $275 per month.

Include travel allowance and home office allowance as creditable compensation for retirement (TCRS) purposes.

Designate that if the Superintendent retires from KCS at age 58 or higher, KCS will waive the 10-years-in-the-system rule and will pay 50% of health insurance until the Superintendent is Medicare-eligible.

KCS will begin contributing 3% of the Superintendent's compensation into a 403(b) plan.

Designate that if the Superintendent retires from KCS, KCS will pay a one-time, lump-sum payment equivalent to three years of 20% of compensation at time of retirement.

Extensive conversation concerning accountability and parameters took place, especially regarding the current hold-harmless measures at the state level regarding assessments.

Following the discussion, the Board voted 5-0 to approve the proposed contract revisions.
