BOE Meeting Notes - September 8, 2020

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, September 8, 2020.  Several key items were discussed, including:
  • A community interest report on KCS virtual instruction;
  • An amendment to the contract of employment for the superintendent;
  • Awarding of a contract for student benchmark assessments;
  • Renewal of an agreement to provide voice services throughout KCS; 
  • A report on a potential 2021-22 KCS Calendar to be formally considered in October; and 
  • Assigning of Board committees for the 2020-21 school year.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Assistant Superintendent - Administration Andy True. 

Community Interest Report

A report on the virtual instruction taking place across KCS was presented to the Board this evening by Innovative Learning Coordinator Christian Horner and Instructional Design Specialist Ryan Wheeler.
  • Students had the opportunity to begin this year as Remote Choice Learning students (full virtual) or Face-to-Face students, who will complete their coursework virtually when at home or on a hybrid schedule.

Jennifer Guthrie, Chief Human Resources Officer, presented an amendment to the contract of employment for Dr. Moorhouse.
  • At the July 14, 2020 BOE meeting, the contract was extended by the Board.  However, the end date was incorrectly noted as March 31, 2025.  This proposed revision modifies the extension to March 31, 2024.
  • The Board approved the revision by a vote of 5-0.
Michael Hubbard, Director of Performance Excellence, reviewed two vendor proposals to provide student benchmark assessments for KCS students.
  • KCS issued a Request for Proposals (RFP) in August for a customized benchmark assessment program.
  • The top vendor choice presented for approval was provided by Certica Solutions, Inc.
  • The Board approved the recommendation by a vote of 5-0. 
Dr. Tony Robinson, Chief Technology Officer, presented a renewal of an ENA Voice Services Opt-in Agreement with Metro Nashville Public Schools.
  • ENA currently provides phone and voice communication services to the district.  This agreement renews the service currently in place.   
  • The Board approved the renewal by a vote of 5-0.

REPORTS

 
Mr. True presented a potential 2021-22 KCS Calendar for initial review and discussion.
  • The potential calendar closely mirrors the 2020-21 KCS calendar, with a start-date of the first week of August, two full weeks (with three weekends) at the winter break, full-breaks in the fall and spring, and a graduation date a week prior to Memorial Day.
  • The presented calendar will be considered over the next month, with a vote on the final 2021-22 calendar at the October Board meeting. 
Jim Welch, Board president, reviewed the list of Kingsport Board of Education committee assignments for the 2020-21 school year.
  • Each Board member takes responsibility for various school and community interactions, to ensure high levels of communication and interactions.

The next meeting of the Board of Education will be a work session on Thursday, September 24, 2020 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
