BOE Meeting Notes - April 5, 2022

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, April 5, 2022.  Several key items were discussed, including:
 
  • Recognition of Max Norman, Dobyns-Bennett 2022 TSSAA state champion wrestler;
  • Recognition of D-B All-State band, choir, and orchestra members;
  • Recognition of Dr. Bo Shadden, Tennessee Directors of Career and Technical Education 2022 Trailblazer Award winner;
  • Recognition of KCS 2022 District Teachers of the Year, Principal of the Year, and Supervisor of the Year;
  • The Superintendent's contract;
  • Approval of a bid to award commodity egg processing for School Nutrition Services;
  • Approval of a bid to award chemical products for School Nutrition Services; and
  • Conversation regarding issues related to the desired upcoming facilities study.

CALL TO ORDER

The Pledge of Allegiance was led this evening by Anastasia Arp.  Anastasia is a junior at Cora Cox Academy and the daughter of Andrea Arp and stepdaughter of Jeremy Begley.

REcognitions

Max Norman, a student-athlete from Dobyns-Bennett High School, was recognized by Board President Jim Welch for winning the TSSAA Class AA 145lb weight class state championship.
  • The TSSAA state tournament was held in Franklin, TN on February 24-26, 2022.  
  • Max was voted this season's Region 1 Wrestler of the Year.  He also competed in High School Nationals on March 25-27, 2022 and placed 5th overall, earning All-American status. 
 
Board Member Melissa Woods recognized several D-B students who achieved All-State status in band, choir, or orchestra.

Julie Byers, Board Vice President, recognized Dr. Richard "Bo" Shadden, Director of Career and Technical Education (CTE) and Postsecondary Opportunities at D-B, for being named the recipient of the 2022 Trailblazer Award from the Tennessee Directors of Career and Technical Education (TDCTE).  
  • The Trailblazer Award was established to recognize CTE directors who have demonstrated extraordinary leadership in their home county and at the state or national level.  In order to receive this award, the recipient should have six or more years experience as a CTE director.  
  • Dr. Shadden has been with KCS since June 2018 and was previously the CTE Director with Sullivan County Schools.  
 
Dr. Rhonda Stringham, Assistant Superintendent - Instruction, announced the three teachers named KCS district-wide Teachers of the Year and presented the KCS building-level Teachers of the Year.

Dr. Stringham also announced the 2022 KCS District Principal and Supervisor of the Year.
  • 2022 Principal of the Year:  Dr. Kyle Loudermilk, Jackson Elementary School
  • 2022 Supervisor of the Year:  Dr. Brian Cinnamon, Chief Academic Officer-Secondary

business items

The first item on the agenda this evening was to discuss the evaluation of the Superintendent.
  • To start the agenda item, Mr. Welch presented a statement in which he informed the Board that Dr. Moorhouse is currently not seeking an extension or revision to the terms of his contract. 
  • A recommended action presented by Mr. Welch sought authorization from the Board to have discussions with Dr. Moorhouse regarding any potential revisions to his contract.  This action was moved and seconded by the Board, then approved by a vote of 5-0. 
  • Any potential revisions would be brought to the Board for consideration at their May meeting.
David Frye, Chief Finance Officer, presented information related to bids for commodity egg processing for School Nutrition Services.
  • The bid was to provide egg product items for KCS School Nutrition Services.  
  • One bid was received, which was opened on March 2, 2022. 
  • The sole bidder was current vendor Michael Foods, Inc. for an amount not to exceed $17,000.  
  • The agreement includes an option to renew the contract for up to three years in one year increments, providing pricing and quality of services are acceptable.  
  • All expenditures for this contract are fully funded by the School Nutrition Services budget.  
  • After review, the Board voted 5-0 to approve the bid from Michael Foods, Inc.
Mr. Frye presented information related to bids for chemicals for use by KCS School Nutrition Services.
  • The bid was to provide a continuous supply of specified chemicals for School Nutrition Services.  
  • One bid was received, which was opened on March 24, 2022. 
  • The sole bidder was current vendor Summers Industrial Supply for an amount not to exceed $12,000.  
  • The agreement includes an option to renew the contract for up to three years in one year increments, providing pricing and quality of services are acceptable.  
  • All expenditures for this contract are fully funded by the School Nutrition Services budget.  
  • After review, the Board voted 5-0 to approve the bid from Summers Industrial Supply.

REPORTS

During tonight's Superintendent's Report, Dr. Moorhouse discussed the need for a facilities study that would inform future decisions regarding issues such as enrollment, school capacities, and the best use of current and any potential future school facilities.  During this discussion, Board Member Julie Byers expressed a desire to pursue consideration of a school structure where all KCS students in grades 7 and 8 would attend a single middle school.  It was discussed that information regarding this could be gathered as a part of the desired facilities study.
The next session of the Board of Education will be a work session and anticipated called meeting on Tuesday, April 19, 2022 at 6 p.m.  The work session and anticipated called meeting will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
